Sealed bids for the construction of an erosion control project as part of the USDA Emergency Watershed Protection Program will be received by the Board of Supervisors for Copiah County at 100 Caldwell Drive, Hazlehurst, Mississippi, 39083, until 10:00 A.M., November 1, 2021 and shortly thereafter publicly opened and read aloud. Electronic bids will be received at www.copiahcountybids.org and shall include a copy of their Certificate of Responsibility as an attachment to the electronic bid. Bids received after this time will not be accepted and will be returned unopened. All bids shall be clearly marked “BEAR CREEK ROAD EMERGENCY WATERSHED PROTECTION COPIAH COUNTY, MISSISSIPPI” with the date and time of the bid opening on the outside of the sealed envelope. Each bidder shall write his Certificate of Responsibility number and Mississippi License number on the outside of the sealed envelope containing his bid.
A pre-bid meeting will be held on October 21, 2021 at 2:00 P.M. at the Copiah County Courthouse, MS.
Copiah County hereby notifies all Bidders that it will affirmatively insure that in any contract entered into pursuant to this notice, disadvantaged, and women’s business enterprises will be afforded the full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Contract Time is 120 consecutive calendar days.
The award, if made, will be made to the lowest qualified bidder on the basis of the plan quantities. The Board of Supervisors for Copiah County, Mississippi reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
Bidders must be qualified under Mississippi Law and show a current Certificate of Responsibility issued by the Mississippi Board of Public Contractors establishing classification as to the value and type of construction work on which he is authorized to bid.
Plans and Contract Documents are on file at the Office of the Chancery Clerk, Copiah County, Mississippi and may be ordered at www.copiahcountybids.org.
Each bid shall be accompanied by a Certified Check on a solvent bank or a Bidder’s Bond issued by a Surety Company licensed to operate in the State of Mississippi, in the amount of five (5) percent of his bid, payable to Copiah County, Mississippi as bid security. The successful Bidder will be required to execute a Performance Bond and a Payment Bond, each in the amount of 100 percent of the Contract, issued by a Surety company licensed to operate in the State of Mississippi. Bidders shall submit a current financial statement if requested by the County. Attorneys-in-fact who sign Payment Bonds must file with each bond a certified and effective dated copy of their Power of Attorney.
The bidder shall guarantee to hold his bid good and may not withdraw his bid for a period of 60 calendar days after the scheduled closing time for receiving bids.
